PROJECT SHADOW 1.0.1 · CORRECTED R1 REFERENCE · PRELIVE · 2026-08-17

Project Shadow 1.0.1 contains no Myth package. Generic Myth v0.2.0 and Full-Canon Myth v0.3.5 are separate optional companions; both default off, neither is required by R1, and neither can authorize action or change an R1 result. Civic QA remains self-service and unofficial; publication transfers no authority and is not operational deployment, efficacy, safety, certification, a legal-compliance finding, permission to act, or a global green.

APPTwelve application patterns · six workbench profiles

Inspect the mechanism that carries the claim.

The twelve patterns below are domain guidance. The self-service workbench currently implements six broader operational profiles that control its safeguards and scoring. Neither list replaces domain law, expertise, affected-party review, or exact scope.

TWELVE DOMAIN PATTERNS

Different systems. Explicit evidence floors.

Each pattern names evidence to seek and one failure it must refuse to smooth away. A pattern is not a separately coded workbench profile, official specialty credential, or substitute for domain review.

01

Congress and legislation

A bill, rule, amendment, oversight claim, budget choice, or congressional ethics system.

EVIDENCE FLOOR
Text and version history · authority · implementation owner · fiscal and distribution effects · enforcement · rights floor
STOP RULE
No public claim of passage, funding, enforcement, or effect without the matching primary record.
02

Candidate accountability

A promise, biography, policy position, conflict claim, vote, endorsement, or answer under campaign pressure.

EVIDENCE FLOOR
Identical questions · dated answer ledger · office powers · funding path · prior record · correction invitation
STOP RULE
Never convert missing evidence, party identity, or style into a verdict on character.
03

Agency program performance

A benefit, backlog, enforcement program, grant, public-health service, or claimed operational improvement.

EVIDENCE FLOOR
Baseline · eligibility · wait time · denials · geography · subgroup burden · appeal · effectiveness measure
STOP RULE
Improved is not resolved; a national average cannot close a local or subgroup failure.
04

Public procurement

A vendor, contract, scoring process, pilot, renewal, sole-source action, or promised control.

EVIDENCE FLOOR
Need · alternatives · bid record · terms · data rights · exit cost · incidents · audit access · accountable owner
STOP RULE
A contract award is not evidence that the system works or is safe in use.
05

Healthcare and Medicaid

Prior authorization, coverage, triage, scheduling, clinical support, utilization review, or medical administration.

EVIDENCE FLOOR
Clinical authority · evidence basis · time sensitivity · denial burden · continuity · appeal · override · outcome data
STOP RULE
Civic QA inspects administration and public accountability; it does not issue medical advice.
06

Schools and special education

Placement, discipline, accommodations, transportation, safety, attendance, curriculum, or automated monitoring.

EVIDENCE FLOOR
Student rights · guardian notice · individualized evidence · disability impact · appeal · data boundary · remedy
STOP RULE
Efficiency or safety language cannot erase individualized rights or a child’s path back.
07

Local service delivery

A 311 case, road repair, code action, sanitation issue, utility problem, permit, or neighborhood commitment.

EVIDENCE FLOOR
Request identity · location · service level · status meaning · owner · inspection evidence · resident confirmation
STOP RULE
Closed in a database is not the same state as resolved in the world.
08

Courts, policing, and detention

A risk tool, diversion policy, surveillance practice, enforcement pattern, jail service, or court administration claim.

EVIDENCE FLOOR
Legal authority · due process · error rates · subgroup burden · discovery · counsel access · appeal · human override
STOP RULE
A high score or professional judgment cannot replace challenge, disclosure, and attributable authority.
09

Workplaces and public contractors

Hiring, scheduling, monitoring, discipline, safety, pay, accommodations, or contractor labor practice.

EVIDENCE FLOOR
Policy · actual workflow · worker voice · retaliation protection · subgroup effects · grievance · correction evidence
STOP RULE
Compliance language cannot close a finding while the exposed worker still lacks remedy.
10

High-impact AI

A model, ranking system, detector, assistant, or agent affecting access, scrutiny, recommendation, or action.

EVIDENCE FLOOR
Purpose · data lineage · validation · error burden · reliance · authorization · logging · appeal · rollback · stop rule
STOP RULE
No global green: one strong metric cannot override rights, authority, recovery, or an unknown deployment condition.
11

Media and public claims

A headline, official statement, dashboard, campaign ad, press release, viral claim, or correction.

EVIDENCE FLOOR
Exact claim · original source · time window · denominator · omitted context · uncertainty · correction history
STOP RULE
A coherent story, repeated citation, or model summary is not independent corroboration.
12

Emergency policy

A temporary order, disaster response, rapid procurement, public-health restriction, or urgent exception.

EVIDENCE FLOOR
Trigger · authority · necessity · least-burdensome option · duration · review cadence · exit rule · after-action evidence
STOP RULE
Urgency may change the clock; it does not remove ownership, proportionality, or the path back.
WORKBENCH CROSSWALK

Six operational profiles drive the tool.

Select the closest consequence path, then state any pattern-specific safeguards and exclusions in the scope. A mapping is a starting point, not an equivalence claim.

THE SHARED PUBLIC METHOD

Anyone can run it. Nobody can self-award the mark.

  1. 01

    Define

State exactly what is being inspected, by whom, under which authority, during what period, and for which affected people.

  2. 02

    Source

Keep primary records, corroboration, inference, hypothesis, and unknowns in separate evidence states.

  3. 03

    Inspect

Apply the eight shared dimensions plus the profile-specific safeguards above.

  4. 04

    Gate

Let hard stops, material unknowns, rights failures, and first-payer burden govern before any total.

  5. 05

    Repair

Assign containment, correction, prevention, owner, due date, verification, and a failure trigger.

  6. 06

    Publish

Export the evidence and rationale. Mark self-service work unofficial until a governed review earns the Civic QA mark.

REQUIRED OUTPUTExact claim · attributable evidence · affected-party burden · hard stops · corrective action · effectiveness test · challengeable receipt
