PROJECT SHADOW 1.0.1 · CORRECTED R1 REFERENCE · PRELIVE · 2026-08-17

Project Shadow 1.0.1 contains no Myth package. Generic Myth v0.2.0 and Full-Canon Myth v0.3.5 are separate optional companions; both default off, neither is required by R1, and neither can authorize action or change an R1 result. Civic QA remains self-service and unofficial; publication transfers no authority and is not operational deployment, efficacy, safety, certification, a legal-compliance finding, permission to act, or a global green.

QA-04Public scorecard

Score the mechanism. Publish the hard stops.

Use the scorecard on a candidate plan, agency program, public contract, proposed law, institutional process, or AI deployment. The total aids comparison; it never overrides a material authority, rights, recourse, or severe-harm failure.

SCORING SCALE

From absent to operational.

Every score needs a short rationale and source. Unknown is not zero; mark it unknown, describe its decision impact, and keep the inspection open.

0

ABSENT

No usable answer or evidence.

1

CLAIMED

A principle, promise, or control is asserted.

2

PARTIAL

Some mechanism and evidence exist, with material gaps.

3

OPERATIONAL

Authority, implementation, safeguard, evidence, and test are visible.
